The debate over whether certain player transfers constitute swap deals under UEFA regulations is intensifying as clubs navigate financial compliance. One clause in UEFA’s transfer regulations defining “player swap transactions” stipulates that such deals must be concluded within 45 days of each other. Clubs may still transfer players between themselves during that window, but those arrangements would have to be perceived as unrelated to a swap.
Indeed, Tottenham and Brighton exchanged centre‑backs Jan Paul van Hecke and Luka Vuskovic in separate deals earlier this summer, although both clubs remain well clear of the threshold that would trigger UEFA scrutiny.
Chelsea and Aston Villa, however, are among those seeking to manage their books effectively to satisfy UEFA’s squad cost ratio regulations and their 2025 collective agreements.
In the case of the Rogers transfer, his £117 m move will provide Villa with a significant accounting boost—potentially £80 m‑£90 m after Middlesbrough’s sell‑on clause, agents’ fees and the remaining book value of his 2024 signing are deducted.
If Chelsea were to sell Garnacho to Villa as part of the same transaction, UEFA would treat it as a swap deal. Even if Garnacho’s departure occurred on the deadline day of September 1—less than 45 days after Rogers’ transfer—it would be difficult to argue the two moves are unconnected.
This is where loan structures enter the discussion, adding a layer of complexity. A loan with an obligation to purchase could still be regarded as part of a swap because the “purchase” has been agreed within 45 days of Rogers’ transfer. A loan with an option to buy is not a swap deal. However, a conditional option to buy tied to appearances, goals or triggers such as European qualification could be interpreted either way, depending on how likely it is that Garnacho completes a permanent move.
In such scenarios, it falls to regulators and the clubs involved to make their respective arguments about how the arrangement should be classified.
“Uefa are 1 measurement up of the curve present to forestall specified convenient subordinate swaps oregon what are deemed subordinate swaps, where some clubs extremity up booking a nett and complying with the Uefa rules,” said football finance expert Kieran Maguire.
“The Premier League rules are overmuch much lax, truthful that's wherefore I deliberation it's important to to find whether oregon not this is deemed to be a sale. Because if so, it has implications for Villa's SCR compliance with Uefa.”
