Workers waded through a rubbish‑filled stream in Manila, gathering debris that had been washed in during days of heavy rain. The nine‑day downpour, intensified by tropical storms, delivered rainfall comparable to more than a month’s total in some areas. The deluge forced the closure of schools and government offices across much of Luzon and caused flooding in the capital. Floods, landslides and rain‑related accidents have claimed at least 16 lives in the northern Philippines, rescuers said on Monday.
