IN RESPONSE: Henderson: Show us the numbers, please By Bill Rotroff Special to the Las Vegas Review-Journal September 19, 2026 - 9:00 pm Retired Henderson firefighter Bill Rotroff is calling on city officials to release the full financial analysis behind the recent termination of the Retirement Health Insurance Premium Assistance program (RHIPA) and the shift to an enhanced Retirement Health Savings (RHS) arrangement. Rotroff, who served 35 years with the Henderson Fire Department, notes that the Henderson City Council voted on Sept. 1 to end RHIPA and move current employees to the new RHS structure. The council justified the move as a fiduciary necessity to protect taxpayers, a position echoed in a recent Las Vegas Review‑Journal editorial. Under the approved plan, the city will contribute $9 per employee per pay period in 2026, $11 in 2027 and $14 beginning in 2028 to individual RHS accounts.
