District Judge Joe Hardy issued a temporary restraining order Thursday barring three women identified as Jane Does 1-3 from harassing, intimidating, or assaulting voters at the Desert Breeze Community Center polling site. The order, requested by the ACLU of Nevada, also requires Clark County election officials to designate the narrow pathway leading to the voting area as the official entrance and prohibits electioneering on or within 100 feet of that pathway.
The ruling followed a confrontation on Oct. 17, the first day of early voting, captured in video that went viral. According to the ACLU complaint, a woman wearing a black vest with "Trump" on the back shouted an anti-gay slur at a voter and thrust a bullhorn into the voter's face. ACLU of Nevada Executive Director Athar Haseebullah posted footage to TikTok, dubbing the woman "Bullhorn Becky" and calling her a "lunatic."
"In a state that values our Constitution, we will not sit idly by as voters face intimidation," Haseebullah said in a Friday statement. "I am grateful our team has been able to secure a temporary restraining order for the time to make voting at Desert Breeze safe, like it is at other polling sites." The order remains in effect through polls closing on Election Day, Tuesday.
The ACLU described the Desert Breeze site as unique because voters must use a single narrow driveway connecting the parking lot to the entrance. The complaint alleges people blocked the pathway for at least a week, forcing voters to navigate physical obstructions including climbing over rocks. Some voters described the experience as "walking the gauntlet."
Metropolitan Police Department officers were seen speaking with the bullhorn-wielding woman in video footage, but the ACLU said she was not removed from the site. It is unclear whether anyone has been arrested. Broadcaster Charles "Karel" Bouley told the Las Vegas Review-Journal the woman hit him in the face with the bullhorn. Neither Metro nor the Clark County district attorney's office could be reached for comment Saturday.
