He was wanted by the Philadelphia Police Department on warrants charging him with aggravated battle and a probation violation, according to Metropolitan Police Department records and a post on the U.S. Marshals Service Philadelphia X account. Authorities said Hughes became a suspect after a man was captured on video this period chasing a woman while wearing a disturbing disguise in downtown Philadelphia, across from City Hall, according to the city’s police department. Philadelphia news outlets have reported that more than a dozen people were terrorized by encounters with the individual in the creepy mask. Hughes was identified as the suspect by Philadelphia police. The arrest resulted from a joint effort by the U.S. Marshals Service Philadelphia office and the Marshals Service’s Nevada Violent Offender Task Force.
